As we approach the end of 2026, the international security situation continues to deteriorate, and the global non-proliferation architecture faces a complex series of pressures. Traditional arms control agreements have lapsed, leaving major nuclear arsenals largely unconstrained by formal caps or verification regimes. Simultaneously, the rapid adoption of emerging military technologies is reshaping deterrence dynamics, accelerating decision cycles, and complicating risk management worldwide.
These systemic pressures were starkly highlighted at the recent 2026 NPT Review Conference in New York, which concluded without a final consensus document for the third time in a row. The Treaty on the Non-Proliferation of Nuclear Weapons (NPT) now strains under deepening divisions, particularly a widening gap between the five nuclear states and the Global South over stalled disarmament commitments. At the same time, regional flashpoints and conflicts stretching from Europe, the Middle East and Northeast Asia, test local security arrangements, compliance mechanisms, and international safeguards.
This public panel convenes leading experts to examine the nuclear reality of today. How can compliance and verification mechanisms survive when traditional arms control architecture is breaking down? Can emerging military technologies be safely governed, or do they inherently guarantee rapid escalation? How can multilateral diplomacy bridge the widening divide between nuclear-armed states and the Global South? In this shifting landscape, can prevent proliferation still be prevented? The IIP will continue to explore these critical questions well beyond this event.
